Misappropriation of Funds Destined for Infant Brain Injury Support
John Hunter Raines, formerly the Chief Financial and Deputy Director of the Virginia Birth-Related Neurological Injury Compensation Program, pleaded guilty to wire fraud and money laundering charges. The program provides financial support to families with infants suffering brain or spinal cord injuries during birth.
Misuse of Funds and Lavish Lifestyle
Raines, in his position, oversaw the program's finances, including investments totaling $650 million in 2023. However, between January 2022 and October 2023, he misappropriated over $4.8 million. Using the program's bank account, he made 59 unauthorized transfers to personal accounts.
Additionally, he used the program's debit card for personal expenses, including luxury vehicles and cryptocurrency investments in Bitcoin and Dogecoin.
Physical Assets and Extravagant Spending
Along with cryptocurrency, Raines spent the stolen funds on a lavish lifestyle. He purchased eight luxury golf carts worth $160,000 and a 2023 Chevrolet Suburban. He also spent $100,000 on gambling at casinos and horse racing tracks in Virginia.
The funds were used to pay for student loans, mortgage payments, and a private jet trip to Nashville, Tennessee, for his family. He acquired physical assets, including eight gold coins and a 100-ounce silver bar, indicating an attempt to secure his ill-gotten gains outside of cryptocurrencies.
Delayed Audits and Concealment
To conceal his actions, Raines obstructed a legally required annual audit in Virginia, delaying it for over three years. This demonstrated a systematic effort to cover up his corruption.
